1. We now have actual Records of Title

Appendix B to the Far North District Council section 32AA evaluation contains recent Land Transfer Act search copies. These are materially stronger evidence than a website estate-area statement because each copy identifies the legal description, registered proprietor, area, prior title references and registered interests. 2. Do not double-count the leasehold titles

The same appendix includes leasehold Record of Title 521999 over Lots 2 and 3 DP 326610 for the Waitangi Golf Club, and leasehold Record of Title 1065104 over Lots 1 and 2 DP 152502. Those leasehold areas are already contained inside the underlying freehold titles owned by the Board. Adding them again would inflate the estate. [LINZ title copies ↗]

3. The planning report contains its own internal area error

The section 32AA report says Lot 1 DP 326610 comprises about 411.44 hectares and then says “Lots 2 & 3 comprise 17.33 hectares.” But the appended title copies show Lot 2 alone is 32.4400 ha and Lot 3 is 17.3300 ha. 4. The report confirms later land was added from the Endowment

The planning report expressly states that additional lands were added to the Waitangi Estate from the Waitangi Endowment Forest lands. It separately identifies Lot 3 DP 51155 — now title NA9A/620, 4.7685 ha — as not part of the original estate and says investigations placed its addition before 1991. That closes an important conceptual question: at least some of the growth beyond the 1932 donor parcel came from land formerly associated with the Endowment. What remains open is the precise transfer instrument and date for each parcel. [FNDC s32AA ↗] [LINZ titles ↗]

5. The prior references give us the next chain

6. 33 Bayly Road is an ownership-boundary warning, not yet an extra title

An EPA fast-track record lists the Waitangi National Trust Board as the ratepayer for 33 Bayly Road, Pt Lot 1 DP 42597, MX-3315864. Separately, the Northern Crown Asset Audit lists a Part Lot 1 DP 42597 parcel of 2.7167 hectares under NA642/154 with His Majesty the King as owner and the Waitangi Endowment as the statutory basis. 7. A later planning document introduces “some 520 ha”

A later Waitangi Estate landscape assessment describes the subject site as “some 520 ha” while listing component allotments. That is a planning-site description, not proof of the Board’s registered freehold. It also demonstrates why “estate”, “site”, “managed area” and “registered land owned by the Board” must be kept as separate ledger fields. [Landscape assessment ↗]

Revised finding

The Board’s presently evidenced freehold title schedule totals 486.5768 hectares. The published 506-hectare estate figure is therefore not yet reconciled to those titles. The remaining unexplained difference is 19.4232 hectares. [LINZ title copies ↗]

The next title hunt is now precise: NA26B/893, NA26B/894, NA88C/748, NA747/53, WA A156808, NA642/154 and MX-3315864. Those records should tell us when the added Endowment parcels entered the National Trust estate and whether another parcel closes the 506-hectare figure.
